Rules and Regulations
***Note: the following is intended only as a summary of the provisions contained in the Governing Documents of Jacaranda West Homeowners Association #1, Inc. Please refer to the Association’s governing publicly recorded documents, or alternatively contact the management company with any questions.***Who are the Members
There are 900 +/- homes and condominiums in our greater Jacaranda West community, which includes Country Club Village, Country Club Villas, Cove Pointe and Woodlake Condominiums. All owners of one or more residential properties in our community are members automatically of Jacaranda West HOA #1 as legally required under the terms of officially recorded county resolutions and deed restrictions. The Association is your organization.
As members, we all share the responsibility for preserving property values and the amenities we enjoy in this pleasant and attractive community. We also share the obligation to finance the operation and functions of the Association. This is handled by a nominal annual assessment billed to each property owner. Unpaid assessments are subject to late fees, interest, liens and legal expenses.
Rules and Regulations
The Association’s governing (publicly recorded) documents may be requested by contacting our management company, AMI Advanced Management, Inc., www.amiwra.com. Misty Bures is our Association Manager and, Julie Brooks is our Assistant Manager.
The Board of Directors consists of not less than three or more than nine persons. Currently there are seven directors. The Directors are required to elect a President, Vice President, Secretary and a Treasurer of the Association. The Directors may also elect or appoint additional officers, committee chairmen, committee members, etc. to supervise and/or perform various Association functions. The Directors are also empowered to select, appoint and/or employ qualified persons or organizations to perform specialized functions and conduct day-to-day operations of the Association. All Directors and Officers serve without compensation. The Directors usually meet on the fourth Thursday (at 9:30 a.m.) monthly except when a holiday is on the same day. Various committees meet as required. The Board meetings are held in person at the management office located at 899 Woodbridge Drive, Venice, Florida 34293 and you may attend via Zoom (instructions are contained on the Agenda for said meeting). Notices of the meetings are posted at the gatehouse located at the intersection of Jacaranda and South Doral Lane, and also sent with an agenda to all members via email.
Your Board of Directors has the right and responsibility for preserving and maintaining the values and appearance of all property within our boundaries. The authority is derived from the Association’s Documents and in accordance with Florida Statutes and Sarasota County health ordinances, restrictions, regulations and zoning requirements. The Board, amongst other duties is charged with the supervision and maintenance of the common areas set forth below:
- 15 lakes, spillways, swales, drainage ditches and waterways
- 19 acres of open common lands
- 39 cul-de-sacs
- 68 streets encompassing approximately 6 miles of roads
- 6.4 miles of underground storm water drainage pipes

It is essential that all property owners participate in maintaining our community as a safe, attractive and sanitary. Reports of violations will be investigated. The Association is obligated to enforce compliance with the provisions in accordance with the Association’s Declaration, restrictions, rules and regulations by property owners, their tenants and guests on behalf of the Association. If non-compliance issues are not corrected in a timely manner, fines may be assessed.
Enforcement shall be by proceedings at law or in equity against any persons violating or attempting to violate any covenant, either to restrain violations or to recover damages, or both. The party bringing the action or suit shall be entitled to recovery, in addition to the cost and disbursement allowed by law, such sums as the court may adjudge to be reasonable for the services rendered by the Association’s attorney.
The Association holds title to property not previously dedicated and accepted by the public, such as private roads and streets, common open space, recreation areas, waterways and lakes, etc. and may maintain and improve them while assessing the cost of such construction and improvement equitably to all property owners in the Association.
Uniform Protection Covenants
- No property shall be used for trade, business, professional or other commercial activity except where specifically designated and approved. Residences are to be detached single-family dwellings not to exceed two stories and may have an attached garage for not more than three vehicles. Areas designated as condominium or multi-family lots are exempted from this latter requirement.
- Before beginning any new structure or altering any existing structure, including the color of paint, the owner must apply for approval from the Architectural Review Committee (ARC). All applications are to be submitted prior to any work to commence. These ARC requests may be submitted online through the management’s homeowner portal (please refer to the Contacts tab on our homepage. The HOA approved paint colors can be found here.
- The ARC Committee must give written approval before work commences. This requirement also applies to pools, pool cages, roofs, driveways, major landscape changes, etc. that may change the overall appearance of the property or the neighborhood. The ARC Committee, prior to the commencement of work, must give written approval of new irrigation systems requiring the withdrawal of water from lakes, waterways, or the drilling of a well. These provisions are intended to require the Association and ARC Committee to maintain a planned, high-quality residential community with each area complimenting the others. If you have any questions as to whether a revision of your grounds needs to be reviewed by the ARC Committee, please contact the management company prior to beginning the work.
- Property must be kept neat, clean and well maintained at all times and trash and recycling material must be placed at the curb for pickup no more than 24 hours before pickup time. Any outdoor areas for the temporary storage of garbage and trash for disposal must be substantially screened from your neighbor’s view and suitable containers must be used.
- No residence may be used in such a manner as to disturb the peace, quiet, comfort or serenity of the occupants of surrounding properties. Such activities may be enjoined by the Association.
- Fences and hedges should be no more than five feet high and should not unreasonably restrict or block your neighbor’s view, impede the continuity of the neighborhood or present a traffic hazard. Written approval of the ARC Committee must be obtained before erecting a new or modifying an existing fence.
- Garage doors must be kept closed except when you are entering or leaving the property or when you are using the garage in connection with work on the property.
- In order to maintain the high standards of the Subdivision with respect to residential appearance, no trucks or commercial vehicles, boats, mobile homes, house trailers, boat trailers or trailers of any description, nor recreational vehicles, as defined by the Sarasota County Zoning Ordinances shall be permitted to be parked or stored on any lot within the properties, unless it is kept in an enclosed garage. The prohibition against trucks and commercial vehicles shall not apply to temporary parking such as for pickup and delivery and/or other temporary commercial services. This area constitutes the largest percentage of complaints referred to the Association. The cooperation of all residents in the adherence to this restriction is earnestly requested.
- No signs of any kind shall be displayed to the public view except one sign of not more than one square foot used to designate name of resident or residence and one sign of not more than five square feet advertising the property for sale or rent. No “For Sale” or “For Rent” signs shall be permitted to be illuminated.
- Prior to the installation of any exposed radio or TV antennae, dishes, masts or towers, written approval must be obtained from the ARC Committee. The plan for the installation of any such antennae, dish, mast or tower must include its location on the premises, size and proper screening.
- Lawns are to be fully sodded with grass or other ground cover approved in writing by the ARC Committee. The Board encourages the use of drought resistant plants in any new or replacement landscaping. Homeowners are to follow the Sarasota County mandatory guidelines during water restrictions.
- Animals – Dogs and cats may not run loose or defecate on other’s private property or on common property. Pet owners must remove feces. Please refer to Sarasota County’s leash law.
- Feeding wildlife is prohibited. Hunting and fishing is prohibited.
- Leases – An owner shall be permitted to lease his/her dwelling for residential purposes only, for a period of not less than six (6) months. All leases shall be in writing and the lessee shall specifically agree to be bound by the rules of this Association. A copy of said lease shall be submitted to the management company at least 10 days prior to occupancy of the tenant(s).
- Owning a home in a community association offers many advantages and at the same time, imposes some contractual appearance restrictions that we all voluntarily agreed to when purchasing our homes in Jacaranda West. These restrictions aren’t meant to inconvenience you, they are means to preserve and enhance your property values and your neighborhood by maintaining certain standards and harmony within our community.
